This course provides an introduction to state and local government tax policy with a focus on social equity. Who bears the burden of paying for public services? What criteria are currently used to evaluate the relative fairness of a tax system? How do we balance the need to raise adequate revenue for social programs with the burden of paying taxes? We will explore these topics with an approach that balances theory with practical applications.
