I (he/him) joined the Evergreen State College MPA program in 2022. My teaching and research explore topics in public fiscal administration at the federal, state, and local levels. My recent research has sought to measure the impact of federal continuing resolutions on public and non-profit organizations. I also have a long-running interest in property taxation. My work has been published in various journals including Public Administration Review, The American Review of Public Administration, Public Budgeting & Finance, Public Finance Review, and the Journal of Public Procurement.

Teaching Style
My goal in teaching is to enable future leaders in public service to make informed decisions about how they allocate organizational resources. The interaction between budgeting and policy is at the heart of my classes. I strive to make intimidating topics, such as tax policy and cutback budgeting, exciting and personal. I highly value helping students develop the ability to write analytically.
